Her first two videos were topless and then she chose to stop. It happens with actresses. Even if some do full nudity elsewhere, they aren't always comfortable doing it in this genre. Blue has stated in the past that it's generally not a financial issue.

For those who don't want to pre-pay, you should know that a number of the recent releases only happened because there are those of us who not only were willing to pre-pay, but willing to kick in multiple shares to make them happen. These are great deals as you typically get both the Extreme and Peril versions along with extra footage reels that will NOT be released for general distribution. There are also opportunities to purchase desired elements. If you are not willing to participate, then you are not welcome to complain!
