Add sound effects to videos

I have several videos where a woman is shot but the sound of the shot is not very good or very loud. Is there a program on the internet that I can use to substitute a loud and good shooting sound, and get rid of the bad sound? While I am at it, is there a program on the internet which I can use to change videos so that I can add blood to a shooting, that has no blood? I guess that all of this is editing, and I have never done it, but I would like to try, to improve some good, but not good enough, videos and audios. Many thanks.

I'm sure there are free programs out there, but you can buy an acceptable editing program for less than $100. From there it is pretty easy to add/fix gun sound effects. There are plenty you can download for free from partnersinrhyme.com or other sites. Adding blood effects is a lot more complicated if you want something that looks realistic. If you look at some of the retouch work here and at other places, the range in quality is pretty dramatic. Trying to do the same on video is a lot more expensive, challenging and very time consuming, but it can be done.

The old, free Windows Movie Editor allowed you to add audio subtracks quite easily. Don't know if this also applies to the newer Win 7/8 compatible version.
It would also be a good idea to post your question in the How-To Forum.

Adobe After Effects is, I think, the premier FX package for special effects. I think you can also edit audio there. Then, there's Nuke, Sony Vegas and others. None of them are exactly on the cheap side, though. You can also use Photoshop for movie edition (including audio).
For audio only, there's Audacity (you can't sync audio and video in Audacity; but it's a great audio processing tool and it's free).
On the other hand, Blender is free and it will allow you to edit audio/video and add visual effects too; but it can be a little difficult to learn, I believe.
