Which Film Is this Clip from ?

This is a youtube video clip. The narration is in Chinese. It talks about the execution of the last condemned Spanish woman Pilar Prades. It shows couple of execution scenes and mentions that the event inspired a Spanish film: The Executioner. However, I found that those execution scenes don't seem to be from the film. The poster probablly showed some execution scenes from unrelated films. What I ask about is the scene shown in the attached picture (4'11'' in the video). Can anyone tell me which film this is from ?
