Yes, it is. Very good compared to the smoke-filled explosions that generally rip the garment into 6-inch pieces in all directions. (Still can't imagine how someone thinks that fire and smoke is a normal and realistic bodily reaction to a bullet hit...).

This fellow sewed the blood packets into the blouse in an obvious way, but overall, I agree that his approach has a lot of promise!

Yeah that smoke effect you referred to is a bit weird.

I started following this guy because he shows clips of how a lot of SFX are done. Some are silly, but a lot of them are kind of interesting.

Another interesting one was the demonstration of how squibs are done in an episode of Popular Mechanics for Kids using Elisha Cuthbert for the demo, although blood effects were left out.
