Searching for a clip

I remember seeing a YouTube clip recently of a British move or TV show. There was some sort of mutant girl in a wheelchair, and another the female villain has a silencer. She shoots and older Scottish woman she was talking to, the Indian secretary in a skirt tries to run but get shot, and a black guard who was in the room gets shot too. Finally, the villain turns to the mutant girl in the wheelchair and shoots her too. Anybody know what show this might've been from?
