I have confirmed this with my ebiller. In fact, here is their exact reply from a Feb response to my enquiry on behalf of a concerned customer:

"If you look really close, the Yellow Lock (Secure Lock) pops up when the transaction is sent
over the Gateway. The Gateway is certainly secure. But the problem is, it happens so quickly, most people do not recognize the yellow lock popping up and going away."
