Frank (William Katt) is an up and coming city councilman with his eyes on the mayor’s office. Sure, he’s got a nagging wife (Wendy MacDonald), overbearing lobbyist (Tommy Hinkley), and watchful secretary (Elena Sahagan) bugging him but he’s got things handled. Then, his life begins to spiral out of control… on a police ride-along he gets kidnapped, beaten and ends up in a ally with a bum named Sam Silver who befriends him showing him the seedy side of life.
